The name of the organization shall be the Oklahoma Association of
HealthCare Recruiters (hereinafter the "Association" or
OAHCR").
The above-named Association is affiliated with the National Association
of Health Care Recruitment and the Oklahoma Hospital Association.
The purpose of the organization is to further its members' knowledge
of the best practices in human resources-recruitment. The organization
exists to help human resources professionals meet the demands of the
healthcare industry through collaboration and cooperation, and to
challenge its members to prepare for the healthcare workforce of the
future.
Absolutely no use of OAHCR’S name for any type of promotional
material or for any presentation is permitted without the express
written permission of the executive committee.
The Association does not discriminate in membership or service on
the basis of sex, race, creed, color, national origin, religion, or
disability.
The Association is organized exclusively for the education and professional
development of healthcare human resources practitioners. It shall
be conducted so that no part of its income or earnings will directly
inure to the benefits of any member.
Upon dissolution, any assets remaining after payment of debts shall
belong to its successor. In the event that no successor is formed
within one year of the dissolution, the assets will be donated to
the Oklahoma Hospital Association or its successor.
Section 1 - Eligibility
REGULAR MEMBERSHIP (Member)
Regular membership shall be granted to individuals active as human
resources practitioners in hospitals and other
health care related institutions.
LIFETIME MEMBERSHIP
Lifetime membership shall be granted to those persons approved by
the membership of the OAHCR. Lifetime members shall not pay annual
dues. The purpose of this type of membership is to honor the individuals
who have served a leadership role in the Association and in the field
of Health Care Human Resources for a minimum of ten years and are
no longer active practitioners in the profession due to retirement
or disability.
Section 2 - Power to Vote
All regular members in good standing shall have the right to vote.
Lifetime members are not eligible to vote.
Section 3 - Termination of Membership
Membership in the Association may be terminated for failure to pay
dues or for violations against provisions of the Bylaws. Discipline
may be suspension of membership for a specified period of time determined
by the Executive Committee rather than expulsion from the Association.
Section 1 - Meetings
Meetings are held every other month: February, April, June, August,
October and December
Section 2 - Special Meetings
Additional meetings may be called at the discretion of the President
provided that the membership is given notice at least two (2) weeks
prior to the meeting.
Section 3 - Quorum
A quorum at the bimonthly meetings shall be declared with not less
than 10% of the total eligible voting membership present.
Section 1 - Eligibility
Each member of the Association nominated for an elected office shall
have been a member in good standing for a minimum of one (1) year
prior to being nominated.
Elected officers and the immediate past president shall serve as the
Executive Committee. The OHA liaison to the Association shall serve
as an Ex-Officio member.
Section 2 - Nomination of Officers
Any member of the Association may submit nominations for the elected
offices of President, President Elect, and Secretary/Treasurer to
the organization at the February meeting. Members may nominate themselves.
In the event no nominations are received, the Executive Committee
may recommend a slate of officers for election by the membership.
Section 3 - Election of Officers
The election of officers shall be by secret ballot at the April meeting
unless a slate of one person for each office is proposed
Section 4 - Term of Office
The term of office for elected officers shall be on a fiscal year
basis. Members may not be elected to the same office more than three
(3) consecutive years. Officers shall serve a one-year term commencing
on July 1 of each year.
Section 5 - Duties of Officers
Duties of the President (Elected by Membership)
The President shall be the Chief Executive Officer of the Association
and shall preside at the meetings and have general supervision of
the activities of the Association. The President shall establish committees
as necessary and appoint chairpersons. The President shall oversee
the expenditure of funds and disbursements and audit the performance
of the Secretary/Treasurer. The President shall perform other duties
as authorized by the membership.
Duties of the President Elect (Elected by Membership)
The President Elect shall perform all duties and assume all responsibilities
of the President whenever the President is unable to do so. The President
Elect shall perform other duties as assigned by the President. The
President Elect shall advance to President the following term.
Duties of the Secretary/Treasurer (Elected by Membership)
The Secretary/Treasurer shall notify the membership of scheduled meetings.
The Secretary/Treasurer shall prepare minutes of all meetings and
present the minutes at each meeting.
The Secretary/Treasurer shall be responsible for the receipts and
disbursements of all Association funds and for their proper accounting.
The Secretary/Treasurer shall maintain the membership and financial
records of the Association. The Secretary/Treasurer shall e-mail membership
forms to members for annual dues each April to apply to the next calendar
year. The Secretary/Treasurer shall submit a financial report at each
meeting. The Secretary/Treasurer shall deposit all funds within five
working days after receipt and shall pay all debts in a timely manner
in accordance with accepted business practices. The Secretary/Treasurer
shall prepare other reports and perform other duties as requested
by the President. The Secretary/Treasurer shall maintain permanent
records and reports as assigned by the President, including the membership
roster and financial records.
Section 7 - Officer Meetings
Special meetings for officers may be called by the President.
Section 8 - Vacancies
The President shall appoint an OAHCR member to fill any vacancy during
a term of office. Such appointments shall serve through the current
year.
Standing Committees
A. Program Committee
The President Elect shall appoint two other members to serve on this
committee.
The duties of this committee shall be to provide program planning
and to ensure arrangements are made for the meetings.
B. Membership Committee
The Secretary/Treasurer shall serve as the chairperson of this committee
and shall appoint two other members to serve on this committee. Duties
shall be to promote membership in OAHCR to eligible practitioners.
Section II – Committees
Additional committees may be appointed by the President to complete
special projects. Committee members shall serve until completion of
the special project or throughout the fiscal year, at which time the
committee shall be discharged automatically unless reappointed by
the new President.
Membership dues shall be determined by the for a fiscal year basis
and are due each July. Notice of annual dues shall be e-mailed to
the membership at least thirty (30) days prior to the June meeting
. Dues are nonrefundable but they may be transferable within the same
institution. Termination of membership may occur if notification of
dues delinquency has been made and annual dues have not been paid
by the end of October.
When necessary, Robert's Rules of Order shall be used as parliamentary
guidelines.
These Bylaws may be altered, amended or repealed by a two-thirds majority
vote of the membership present at any meeting. Notice of proposed
changes must be e-mailed to the membership at least thirty (30) days
prior to the next meeting.
The Association shall carry out its purpose within its annual budget.
No funds shall be encumbered, nor expenditures be approved, which
would deplete the cash assets of the Association.
